Our next Neighborhood Meeting will be Tuesday, April 26 from 6-7 p.m.  

This meeting will be another in the series of scoping/update meetings to provide additional information and opportunity for the public and interested parties to comment on the scope of the environmental review that is being undertaken as part of the Environmental Impact Statement (EIS] for the Institutional Master Plan (IMP).

This will be a scoping meeting to provide an opportunity for the public and interested parties to comment on the scope of the environmental review that will be undertaken when preparing the Environmental Impact Statement (EIS] for the Institutional Master Plan (IMP).

 

Copies of the IMP will be made available for review on or about October 12, 2010.  I will provide more information on how to review or obtain a copy at that time.

Environmental Assessment for Proposed Solar Photovoltaic System Project, SF VAMC: Comments Due by October 13

Proposed Solar Photovoltaic System Project
San Francisco Veterans Affairs Medical Center

Interested parties are hereby notified that the San Francisco Veterans Affairs Medical Center (SFVAMC) has prepared a Draft Environmental Assessment (EA) for proposed development of a solar photovoltaic (PV) system at the SFVAMC campus. 

Statutory Authority.  This notice is being issued to interested parties in accordance with the National Environmental Policy Act (Public Law [P.L.] 91-190, 42 United States Code 4321 et seq.) as amended in 1975 by P.L. 94-52 and P.L. 94-83.

Purpose. The purpose of and need for the Proposed Action is to use available energy-efficient technology to generate electricity for the SFVAMC to meet the requirements of Executive Order (EO) 13514, Federal Leadership in Environmental, Energy, and Economic Performance, and to work toward energy reduction goals outlined by the U.S. Department of  Veterans Affairs (VA) for its facilities. Implementation of the Proposed Action would allow the SFVAMC to generate renewable electricity on-site and reduce its dependence on an off-site power supply. 

Proposed Action.  The SFVAMC proposes to install seven solar PV systems, including five locations on existing rooftops and two locations on existing and proposed parking structures, integrating into the SFVAMC electricity distribution system via new and/or existing electrical equipment. No system would be located upon a structure that is eligible for listing on the National Register of Historic Places. Construction areas would be limited to the installation sites and adjacent staging areas. Installation of each solar PV system would generally last between two to four weeks.

Alternatives.  Two alternatives were analyzed for the proposed project at the SFVAMC. Under the No-Action Alternative, a solar PV system would not be installed at the SFVAMC and the facility’s electricity demand from off-site supplies would remain the same. Under the Proposed Action Alternative, installation of solar PV systems would occur at the seven locations.

Environmental Assessment: North Slope of VAMC Overlooking Lands End Trail -- Public Comment Due by September 30

The U.S. Department of Veterans Affairs (VA) announces the preparation and availability of an Environmental Assessment (EA) for the proposed construction associated with the North Slope Seismic/Geologic Stabilization Project. The SFVAMC is located at 4150 Clement Street on a 29-acre site in northwest San Francisco and is a major tertiary care facility that serves as a VA regional referral center for specialized medical and surgical programs. 

 

The Proposed Action includes the construction of two soldier pile retaining walls and storm water drainage improvements on the northern slope of the SFVAMC campus. The Proposed Action would mitigate slope and land instability and stabilize a section of Veterans Drive and adjacent buildings against natural events such as major earthquakes and landslides caused by heavy rains. 

Topics addressed in the EA include aesthetics, air quality, community services and utilities, cultural resources, floodplains, wetlands, watersheds, rivers, lakes, coastal zone; geology and soils, hydrology and water quality, land use, noise, socioeconomics, solid/hazardous waste, transportation and parking, and vegetation and wildlife.

 

Copies of the EA are available for review between 8:00 a.m. and 4:00 p.m. Monday through Friday at the SFVAMC, Bldg. 3, Engineering Office, Room 19.  The EA can also accessed on line at http://www.sanfrancisco.va.gov/visitors/North_Slope_EA.pdf.

The VA will consider public comments submitted during the 30-day review period. The public is invited to submit comments on the EA. Comments may be submitted by mail to the above address and must be postmarked no later than September 30, 2010. 

Parking Garage on Clement at 42nd Avenue: Final Environmental Assessment Now Available

PAR has recieved the following announcement of the availability of the final Environmental Assessment for the parking garage to be constructed on Clement Street at 42nd Avenue, adjacent to the Golden Gate National Recreation Center (East Fort Miley), Lincoln Park and many residential neighbors.  Both during and after construction, this project will have a substantive impact on the area.  Interested parties should download and read the final Environmental Assessment.  It's a large PDF; be patient if it's slow to load.  The EA contains PAR's comments on the draft EA and VAMC response to or mitigation of the issues addressed.

The U.S. Department of Veterans Affairs (VA) announces the preparation and availability of a document titled “Finding of No Significant Impact” (FONSI) for the proposed construction of the new Mental Health Patient Parking Garage on the SFVAMC campus. The SFVAMC is located at 4150 Clement Street on a 29-acre site in northwest San Francisco and is a major tertiary care facility that serves as a VA regional referral center for specialized medical and surgical programs.

The proposed action involves construction of a new two level 53,600 gross square foot partial below grade parking garage (27,300 square foot first level and 26,300 square foot second level). This new parking structure would be constructed on the south east of campus on the existing Parking Lot A, and once constructed, would provide an additional 75 parking and 23 motorcycle spaces. This structure will provide additional parking spaces for patients and visitors seeking Mental Health Services at the SFVAMC.
The FONSI has been prepared as a result of an Environmental Assessment (EA) accomplished in accordance with the regulations for implementing the procedural provisions of the National Environmental Policy Act (NEPA), Section 1508.13. The EA was performed to assess potential environmental consequences from the Mental Health Patient Parking Garage.

The EA evaluated the potential environmental impacts of three alternatives, including a no action alternative.  The EA was made available for public review and comment from April 20, 2010 to May 20, 2010. The VA received four (4) comment letters during the public review period of the EA. There were issues raised in each of the comment letters and related to a range of topics. Therefore, responses have been prepared to address the specific comments related to each topic. The responses provided clarification and provided specific references to the EA to address each comment. The EA, together with these responses, constitute the Final EA for the project.
