Position Papers

PAR takes positions on issues that affect the Richmond District only after thorough study and a majority vote by the Board of Directors.

Presidio Main Post Planning, submitted October 2008

Public Museum at the Presidio, submitted September 2007

The Presidio Trust has received an offer of a major modern art collection to be housed in a new large museum building (100,000s/f) to be located at the Presidio, possibly in the Main Post area. The Trust has issued a Request for Proposals (RFP) to see if any other parties would be interested and is starting to prepare an Environmental Impact Statement (EIS). This is PAR's comment letter on the EIS Scoping process.

MUNI Transit Effectiveness Project The PAR Board of Directors performed a detailed analysis of proposed changes to MUNI routes and schedules in the Richmond and submitted these recommendations.  See www.sfmta.com for the final plan.

Alexandria Theater - The theater and parking lot have been sold and PAR is working with other interested parties as to its historic preservation, reuse, and development. Following is PAR's submission to the Environmental Review Application.

Veterans Administration Medical Center - PAR and other neighborhood groups met for over two years in an effort to have the VA comply with the National Environmental Protection Act (NEPA) before proceeding with further construction on their Campus at Clement Street and 42nd Avenue. A federal lawsuit was filed by PAR and Friends of Lands End in March, 2006. A settlement was reached in June, 2008.  As part of the settlement agreement, the VAMC will deliver a Institutional Master Plan, issue an Environmental Impact Statement (EIS) and host regular neighborhood meetings to involve and inform stakeholders in VAMC issues.

PAR Analysis and Comments on Proposed Changes to MUNI Routes - The SF Municipal Transportation Agency's Transit Effectivenss Project (TEP) proposes sweeping changes to MUNI routes, eliminating some routes and changing routes and schedules. This document provides an analysis and comments to changes that will affect MUNI service to the Richmond.

SFCTA’s Geary Corridor BRT Study- The San Francisco County Transportation Authority (SFCTA) is currently conducting a study to determine the viability of Bus Rapid Transit (BRT) on Geary Blvd. Their Study concentrates on the area from 33rd Ave. east to Van Ness Ave. PAR continues to be involved in this process. This is our most recent statement on the Study, with cover letter PAR's 9.14.07 Cover Letter to San Francisco County Transportation Authority (SFCTA)

Public Health Service Hospital - The following letter was in response to the Environmental Assessment for the Public Health Service Hospital site development. The response period closed April 30, 2004. Forest City Development Co. is in negotiations with the Presidio Trust for this project.

Tennessee Hollow Restoration - The Presidio Trust is developing plans for the restoration of the Tennessee Hollow Watershed. This is a very involved process and has long-term impacts on a large area of land which interfaces with several specific Presidio areas and programs. This is the PAR Board of Directors' Feb. 21, 2003, response to the planning process.
