Captain’s Message 

It is with a heavy heart that the men and women of Richmond Police Station grieve the senseless loss of California Highway Patrol Officer Kenyon Youngstrom.  Our hearts and prayers go out to the Youngstrom family and our colleagues with the California Highway Patrol.  Officer Youngstrom leaves behind his wife and four young children.  The California Highway Patrol has established a memorial fund to support Youngstrom's family.  The fund is available through Wells Fargo, and donations to the Officer Kenyon Youngstrom Memorial can be made at any Wells Fargo branch.

The California Highway Patrol 11-99 Foundation, which provides financial assistance to the families of fallen officers, can provide further information on the memorial. Foundation representatives can be reached at (714) 529-1199 or at info@chp11-99.org.

Officer Tim Gibson will be retiring after 41 years of service.  The officers of Richmond Station will miss Tim greatly.  Tim has a fantastic work ethic, a wonderful personality and his spot on the team will be hard to fill.  Tim served at the Housing Task Force, Muni Task Force, Southern Station, Northern Station and completed his tour of duty at his favorite assignment, Richmond Station. 

The 65^th Annual Police Fire Mass will be held on Sunday September 9, 2012 at Saint Monica’s Church, located at Geary Bl and 23^rd Ave.  Mass will be held at 10:30am and is dedicated to remembering and honoring the ultimate sacrifices made by the Police Officers and Firefighters of San Francisco.

Noteworthy Arrests 

On 09/03/12 at 6pm, officers detained a male at Clay and Lyon St as he appeared to be under the influence of drugs or alcohol.  The suspect gave the officers a false name and birth date; however another officer arrived on scene and recognized him from an arrest on 06/27/12.  It was determined that the suspect was on felony probation for a weapons violation and also had two outstanding warrants for his arrest.  A subsequent search of his backpack revealed a drivers license belong to another person and a note book that contained personal information for 16 other people (names, addresses, access card numbers and security codes).  He had no explanation as to why he was in possession of these items.  Further investigation showed that the drivers license he was in possession of had been stolen from a bar on 07/22/12.  The 32 year old male was charged with possession of stolen property and burglar tools, theft of access card information, narcotic and probation violations. 

On 09/05/12 at 6:15pm, officers were called to a bank on the 300 block of Clement St on a report of a check fraud in progress.  Officers were given a description of the suspect and located him on the corner just outside the bank and detained him.  Upon speaking with bank employees, they were told that the suspect came in to cash a check.  When the teller entered the information into the computer he saw that the account had been flagged for fraudulent activity, and the account number and name on the check did not match the information in the computer for the owner of the account.  It also showed that the suspect had just opened the account at another branch in Oakland that morning.  The teller told him that he couldn’t cash the check as the account was to new, and the suspect took the check and walked out of the bank.  The suspect, a 42 year old male who is on probation was charged with the fraud and probation violation.     

Noteworthy Incidents

Between 08/25/12, 6pm and 09/04/12, 6am, inside Golden Gate Park , several decorative strips of copper were removed from a wooden overhang at the Japanese Tea Garden.

On 09/02/12 at 2:25am, a cab driver picked up two males at 16^th and Valencia Sts, and they told the driver to take them to Geary and Blake St .  When they arrived, one of the males exited the cab and took off running.  The cab driver told the second male he was going to call the police.  The second male asked him not to and gave him a portion of the fare due, and called his friend and told him to return. The two were waiting outside the cab and when the first male returned he refused to pay the remainder of the fare. Both passengers then pushed the driver to the ground and took off running north on Blake.  The driver sustained scrapes to his hands.

Between 09/03/12, 8:30pm and 09/04/12, on the 300 block of Arguello, a suspect gained entry into an apartment building garage and took a bicycle.  The bike’s lock had been cut, but there were no signs of forced entry into the garage.

On 09/05/12, between 6:45am and 3:30pm on the 300 block of 2^nd Ave , a suspect gained entry into an apartment and took a laptop, iPod and clothing.  The rear door of the apartment has a malfunctioning lock.

On 09/05/12 at 4:55pm, officers responded to the 2100 block of Broderick for a burglary report.  The victim told them that on 09/04/12 between 4:50pm and 6pm, his car was parked on the 300 block of Hayes St .  He was unsure if he locked the doors to his car, but when he returned his vehicle registration and house keys were missing from the car.  On 09/05/12 between 9:15am and 4pm, a suspect entered his home, possibly with his house keys and took a laptop, iPad3 and a camera.

Join the San Francisco Community Police Academy   

The Community Police Academy is a 15-week program that meets once a week and is designed to inform and teach interested participants various aspects of municipal policing, including patrol and investigations procedures, vehicle operations, arrest and control techniques, firearm procedures and emergency communications.

The Academy’s goals are to develop community awareness through education and to develop a closer understanding and working relationship between the San Francisco Police Department and its communities. Members of the community are encouraged to join and learn about the San Francisco Police Department. Participants can ask questions and offer comments within each class. The next class is scheduled to start later in the year. We now also have a Youth Community Police Academy , geared towards high school students and will last 10 weeks.

The Community Police Academy participants are selected by the program coordinator after an application process. Enrollment is limited to twenty-five students per class.

Hi everyone,

Last week, one of the folks on the SF Smart Lighting mailing list brought this survey on decorative street lights to my attention:

By way of helping to provide information regarding the comparative light pollution aspects of the fixtures being considered, I decided to write up some commentary that may be useful for you in taking the survey.

- Fixture Alternate A
- Lamp Type: High-pressure sodium
This is a typical 'acorn' type fixture.  Although the lamp is likely recessed into the opaque cap, the prismatic bowl does allow some uplight.  With low mounting heights and/or high luminance lamps, these can be quite glary.  The use of HPS, at 2100K CCT, helps decrease the perception of glare however, compared to other lamp types.  Here in S.F. these types of fixtures are usually installed 'bare' without a shade or 'hat' to limit glare and uplight.  By contrast, Honolulu uses the 'hatted' version of this design to reduce glare and stray uplight.  Take a look at the street view on Google maps of Kalakaua Ave. and Kuhio Ave. in Waikiki to see examples.

- Fixture Alternate B
- Lamp Type: High-pressure sodium
Very poor, light polluting design.  It permits significant amounts of uplight and glare for no reason.

- Fixture Alternate C
- Lamp Type: High-pressure sodium
I call this fixture 'the glass salad bowl'.  Similarly to alternative A, this fixture is not fully shielded and thus does produce uplight, and does present glare.  Not my favorite.

- Fixture Alternate D 
- Lamp Type: High-pressure sodium
Similar concerns to alternate B, this light produces significant uplight through its prismatic reflector and apparently translucent top.  And of course is very glary.  Very poor design.

- Fixture Alternate E
- Lamp Type: High-pressure sodium
Similar factors apply as with alternate A, above.

- Fixture Alternate F
- Lamp Type: LED
This is a modern fully-shielded fixture.  Reasonably good glare control, and when installed correctly with the LED array horizontal, virtually no uplight.  As noted before, it is most preferable to use LED's with minimal blue output.  Color temperatures in the 2700K - 3500K range minimize blue light output while still producing a natural looking white light.  Alas, I don't think this fixture is available yet with such warm-white color LED's.

- Fixture Alternate 1
- Lamp Type: LED
The sketch doesn't clearly indicate the optics involved.  Such a design in which the glass lens is simply a clear bowl (not prismatic or textured, and preferably with antireflective coatings) do well in terms of minimizing uplight -- assuming, that is, that the LED array is recessed in an opaque top.  I believe several manufacturers are also offering a similar design, but with a flat lens rather than a clear bowl.  A flat lens is even better from the point of view of uplight control.

- Fixture Alternate 2
- Lamp Type: Ceramic metal halide
This is an excellent fixture from the point of view of uplight.  It is fully shielded with a flat lens and with the recessed lamp probably also controls glare pretty well.  Metal halide is not my favorite source, as it tends to be rather high CCT.  Similar fixtures are available with LED's.

- Fixture Alternate 3
- Lamp Type: LED
Also an excellent fixture from the point of view of uplight.  It is fully shielded and appears that it would provide quite good glare control.  Same issues regarding minimizing blue light emissions from LED's as fixture F, above.

- Fixture Alternate 4
- Lamp Type: LED

- Lamp Type: LED
Also excellent fixtures from the point of view of uplight.  They are fully shielded and probably have good glare control.  Same issues regarding minimizing blue light emissions from LED's as fixture F, above.

I haven't seen a design like this before, so it's hard to guess how well it does in terns of uplight and glare.  I'd really want to know the BUG score numbers on this one before giving it an endorsement.

- Fixture Alternate 7
- Lamp Type: LED
Looks pretty good as far as uplight.  Fully shielded and probably has good glare control.  Same issues regarding minimizing blue light emissions from LED's as all LED fixtures in survey.  The one thing that concerns me here is that it looks like a lot of the light is hitting the support arms, which is not only wasted light but also is then be scattered upward.  Granted it's a minor point but something to note.

Thanks for joining us at Sunday Streets!   We had so much fun in Golden Gate Park and along the Great Highway! There we so many highlights to the day, it's hard to know where to even begin! They will be back at the August 14th event, so don't miss them!! Photo by Frank Chan      Spotlight on Our Pet Programs:                                   Every month, Shelah Barr donates her time to Sunday Streets by  organizing all of the pet programs that come out. Each month,  she brings out all kinds of folks who dedicate their lives to helping  out our furry friends. Here are some words from Shelah on the work she does, and how she gives back to the community:     "Happy Hounds Massage started as a desire to do for our pets what I was doing for humans – helping them achieve efficient and comfortable movement through bodywork and massage.  I specialize in rehabilitative and therapeutic work, because that’s what my training is in (for humans, and it translates well into work with animals). The majority of pets I see through Happy Hounds Massage are seniors, injured, highly active and permanently disabled - not necessarily in that order.  I work with all small animals but specialize in dogs because they’re like the rugby players of the domestic animal world. They throw themselves into whatever they’re doing with no sense of self-preservation, bang themselves up, then go back for more.  A cat or a lizard for example won’t usually do that – they’ll pretty much just rest when they need to.   I try to support the animal community as much as possible. I’m expanding my social network through Facebook and Twitter as a way to share information about what’s happening in the pet world. I donate Happy Hounds Massage Gift Coupons whenever I can to help organizations raise money, and attend as many of the fundraising events as possible. I started organizing the Pet Program at Sunday Streets because I thought it would be a great way to introduce the local rescues and a public that might normally never meet.  My idea was that it would give the rescues a bigger pool of potential adopters, fosters, volunteers and supporters, and the public would have new opportunities to get involved, be helpful, and learn about personal and social animal care."   Highlight on a Rescue Copper’s Dream is new to the Sunday Streets Pet Program.  It was founded by a local woman, Jennifer Wang, who like so many of us would like to see the end of pet overpopulation and euthanasia. Copper’s Dream rescues dogs and cats of all ages, breeds and sizes, and has North and South Bay chapters. They brought a good variety of dogs and had a pretty successful first day with us.   Pet Photography by Mark Rogers    Mark Rogers is a San Francisco pet photographer specializing in candid, intimate portraits of pets and their people throughout the Bay Area. The San Francisco Transportation Plan is the City’s 25-year plan to identify goals, needs, and investment priorities for our transportation system being developed by the San Francisco County Transportation Authority (Authority). The Authority has appointed a Community Advisory Committee (CAC) to advise Authority staff on all aspects of the SFTP update. The SFTP CAC meets approximately quarterly and all meetings are open to the public.

Tonight June 9---ramp closure

Overnight Closure of Southbound Hwy 101/Doyle Drive to Southbound Hwy 1 Thursday, June 9 at 11:00 p.m. – Friday, June 10 at 5:00 a.m. Beginning Thursday, June 9 at 11:00 p.m. through Friday, June 10 at 5:00 a.m. the ramp from southbound Highway 101/Doyle Drive to southbound Highway 1/Park Presidio Boulevard will be closed. The ramp closure is necessary to realign the temporary barrier (k-rail) along the off-ramp to southbound Hwy 1 in anticipation of restoring this exit to two lanes in late June. Closure times were selected due to the expected low volume of traffic. Motorists should use caution in construction zones. Optional trips should be avoided during this closure.
